There was ZERO excessive force. HE WAS UNDER ARREST FOR DISORDERLY CONDUCT, TRESPASSING, RESISTING AN OFFICER, DISTURBING THE PEACE, AND INCITING A RIOT! They cuffed his right hand. They were trying to cuff his left hand and his free arm was latching onto a chair & he refused to let go. That's resisting arrest. When you resist arrest the police can use ANY means necessary. That's not illegal. And if you were to start ANY kind of rioting like you say, you'd have gotten tased & thrown in jail too.
