Yes (but not in this video). Search YT for "LEGO flip-flop". I've even managed a "computer" (well, simple binary calculator) based on the mechanism.

Hmm... a little bit of information. The GBC (stands for Great Ball Contraption) is a collective, cooperative sort of kinetic sculpture. The "device" in this video is actually many separate pieces that can be rearranged in many ways, and were built by different people (in some cases people from different countries). It's "use" might be debated... but there are a goodly number of things out there with limited "usefulness" (including, in most cases, YT :) ). But it is very entertaining.
