It is a well-known fact, that when Orwell wrote his book, he used far not only USSR as a prototype of Oceania. A great deal of things in UK, US , etc. were also essential for his immage of the Oceanian society. For example during WW II , Orwell could see how BBC is deliberately forging the news and lying on the people that "everything is OK", when it was not ( "our boys on the Malabar front" ).

The "security" cameras are the least problem. Better pay attention to: "Oceania fighting against sb. for peace" (= US fighting for "world`s freedom") "Loyal to Ingsoc" (Loyal to "democracy") Room 101 (like for example the secret CIA prisons in Guantanamo), Big Brother ( the "beloved" president, whoever he is) Ministry of Plenty ( = $ 700 mlrd for the "suffering" bankers, while millions of other people are starving ) PEOPLE , WAKE UP - 2008 totally beats Orwell`s 1984! ! !
