if the skirt is not "tight" up against the board, than it works. me and my dad built on using an old lawn mower engine (with o home made fan attached), a doughnut floatation device and some fans for propulsion, ours was much beiiger, and design was different, but it can work.

Instead of having the air current pointed exactly down, maybe have the air pointed away from the center, like at a angle going outwards, so that it would give better support. And why is he using two pieces of heavy wood? I would personally use a super strong epoxy glue to hold the plastic down. And maybe instead of wood, try using a fiberglass substitute, something that surfboards are made from.
