On December 1st you can get the actual pass to open the lockes door. By the pass you can go to Full mooon island and get Darkrai. I don't know if you can get the pass on the English Pokemon Platinum. It will work on the Japanese pokemon Platinum

You have to cheat to get him by yourself. The only way to get Darkrai officially is through a Nintendo Event. You have to be close to an event and you have to have a membership card. Good luck if you can do it without the card and without cheating.
