Do you need the water itself to be cold? I don't understand how room temperature water and a fan will some how make it cold.

I Would get some cheap deodorant cans and get the liquid out of it and put it in the cooler because the liquid is colder than ice water and would also stay cool when on hot days, i would also put more copper tubing on the fan to make it more cooler

this would work if you filled the cooler with ice, and sealed the cooler well, other wise there would be not transfer of energy, the only thing this would do is make the water the same temp of the room...
